The percentage of immigrants (including those unlawfully present)in the United states has been creeping upward for years. At 12.6percent, it is now higher than at any point since the mid1920s.

We are not about to go back to the days when Congress openlyworried about inferior races polluting America’s bloodstream. But onceagain we are wondering whether we have too many of the wrong sortnewcomers. Their loudest critics argue that the new wave ofimmigrants cannot, and indeed do not want to, fit in as previousgenerations did.

We now know that these racist views were wrong. In time, Italians,Romanians and members of other so-called inferior races becameexemplary Americans and contributed greatly, in ways too numerousto detail, to the building of this magnificent nation. There is no reasonwhy these new immigrants should not have the same success.

Although children of Mexican immigrants do better, in terms ofeducational and professional attainment, than their parents UCLAsociologist Edward Telles has found that the gains don’t continue.Indeed, the fouth generation is marginally worse off than the thirdJames Jackson, of the University of Michigan, has found a similartrend among black Caribbean immigrants, Tells fears that Mexican-Americans may be fated to follow in the footsteps of American blacks-that large parts of the community may become mired(陷入)in aseemingly permanent state of poverty and Underachievement. LikeAfrican-Americans, Mexican-Americans are increasingly relegated to(降入)segregated, substandard schools, and their dropout rate is thehighest for any ethnic group in the country.

We have learned much about the foolish idea of excluding peopleon the presumption of the ethnic/racial inferiority. But what we havenot yet learned is how to make the process of Americanization workfor all. I am not talking about requiring people to learn English or toadopt American ways; those things happen pretty much on their own,but as arguments about immigration hear up the campaign trail, we

also ought to ask some broader question about assimilation, abouthow to ensure that people , once outsiders , don’t forever remainmarginalized within these shores.

That is a much larger question than what should happen withundocumented workers, or how best to secure the border, and it isone that affects not only newcomers but groups that have been herefor generations. It will have more impact on our future than where wedecide to set the admissions bar for the latest ware of would-beAmericans. And it would be nice if we finally got the answer right.

If the old maxim that the customer is always right still has meaning,then the airlines that ply the world’s busiest air route between Londonand Paris have a flight on their hands.

The Eurostar train service linking the UK and French capitals viathe Channel Tunnel is winning customers in increasing numbers. Inlate May, it carried its one millionth passenger, having run only alimited service between London, Paris and Brussels since November1994, starting with two trains a day in each direction to Paris andBrussels. By 1997, the company believes that it will be carrying tenmillion passengers a year, and continue to grow from there.

From July, Eurostar steps its service to nine trains each waybetween London and Paris, and five between London and Brussels.Each train carries almost 800 passengers, 210 of them in first class.

The airlines estimate that they will initially lose around 15%-20% oftheir London-Paris traffic to the railways once Eurostar starts a full

service later this year (1995), with 15 trains a day each way. A similarservice will start to Brussels. The damage will be limited, however, theairlines believe, with passenger numbers returning to previous levelswithin two to three years.

In the short term, the damage caused by the 1 million people-levels traveling between London and Paris and Brussels on Eurostartrains means that some air services are already suffering. Some of themajor carriers say that their passenger numbers are down by lessthan 5% and point to their rivals-Particularly Air France-as havingsuffered the problems. On the Brussels route, the railway companyhad less success, and the airlines report anything from around a 5%drop to no visible decline in traffic.

The airlines' optimism on returning traffic levels is based onhistorical precedent. British Midland, for example, points to itsexperience on Heathrow Leeds Bradford service which sawpassenger numbers fold by 15% when British Rail electrified andmodernized the railway line between London and Yorkshire. Twoyears later, travel had risen between the two destinations to the pointwhere the airline was carrying record numbers of passengers.
